10 June meeting of the Presidium of the Central Committee discussed the results of the Soviet delegation's visit to Cuba. Following the report Rashidova Malinowski presented a preliminary draft of all transactions for the transfer of missiles, prepared by the General Staff. The plan calls for the housing in Cuba of two types of ballistic missiles - R-12 with a radius of about 2000 km and R-14 with a range twice. Both types of missiles were equipped with nuclear warheads, with capacity of 1 Mt. Malinowski also said that the military has 24 medium-range missiles R-12 missiles and 16 intermediate-range P-14 and leave on standby for half of the number of missiles of each type. It was supposed to remove 40 missiles from positions in the Ukraine and the European part of Russia. After installation of the missiles in Cuba of Soviet nuclear missiles capable of reaching U.S. territory has increased twice.
Be dedicated to the Liberty Island group of Soviet troops, which should focus around the five divisions of nuclear missiles (three P-12 and two F-14). In addition to missiles, the team included also 1 Helicopter Regiment of Mi-4, 4 infantry regiments, two tank battalions, a squadron of MiG-21, 42 light bomber Il-28, 2 units of cruise missiles with nuclear warheads 12 Rm with a radius of 160 km, several battery of antiaircraft guns, and 12 units-75 (144 missiles). Each motorized infantry regiment consisted of 2 500 people, tank battalions were equipped with the latest T-55 tanks. It is worth noting that the Group of Soviet troops in Cuba (GSVK) became the first in the history of Soviet military grouping, which included ballistic missiles.
In addition, Cuba and directed an impressive grouping of the Navy: 2 cruisers, 4 destroyers, 12 missile boats "Mosquito", 11 submarines (7 of them - with nuclear missiles). All the island planned to send 50 874 troops. Later, on July 7, Khrushchev decided to appoint a group commander Issa Pliyev.
Having listened to the report Malinowski, the Presidium voted unanimously for the operation.
